OVERVIEW OF THE FUNCTIONS OF THE POST



The main office is in Beijing, China, with a new Antenna Project Office in Ulaanbaatar, Mongolia and providing coverage of our three other countries Democratic People's Republic of Korea (DPRK), Japan, and the Republic of Korea (ROK).

Under the overall authority of the Director of Partnership Division, the Bureau of Strategic Planning (hereinafter BSP) and the direct supervision of the Director of UNESCO Regional Office for East Asia, the incumbent will contribute to partnership building and resource mobilization efforts by UNESCO Regional Office for East Asia based in Beijing, China, covering the new Ulaanbaatar, Mongolia Office and the three other regional office countries being Democratic People's Republic of Korea (DPRK), Japan, and the Republic of Korea (ROK).

In addition, the incumbent will support BSP’s corporate efforts to build sustainable and strategic partnerships for UNESCO’s programme with public and private partners based in China in close consultation with the National Commission of China to UNESCO.



Description of Responsibilities:



Strategy

·Research, analyze, and formulate a partner mapping database to develop funding pipelines for each year. 

·Support the office in formulating, implementing, and keeping the biannual Resource Mobilization Plan up to date in line with UNESCO Regional Office for East Asia priorities and field reform. 

·This includes updating the related action plan as tabled to the Director at least twice a year, which details ongoing fundraising efforts across the office and region to address resource gaps and priorities. 



Donor intelligence and knowledge management



·Act as the main knowledge point for intelligence on decentralized donors. Keep up to date with the latest developments and initiatives of relevance to the office and East Asia region. 

·Participate in relevant webinars, trainings, workshops etc. organized by the office or other UNESCO field offices in the region and by headquarters.

·Participate in external meetings to identify fundraising opportunities (e.g. in the context of UNCTs) and other thematic groups of technical and financial partners. 



Coordination



·Coordinate with other resource mobilization focal points in the region and headquarters through regular meetings and exchanges, with a view to keeping abreast of new developments and opportunities and developing collaborations and synergies for impactful programming and partnerships in the region. 

·Coordinate internal clearance processes of new and pipeline projects/agreements through BSP. 

Represent the office as the partnerships focal point in the UNCT of the regional countries to strengthen linkages with UN and development partners and identify UN inter-agency fundraising opportunities.

Proposals and pitching materials

·Regularly share donor intelligence with BSP and Director including a bi-monthly detailed analysis of the latest developments and initiatives in the regional office and sub countries as a member of the Team Leads Management meetings.

·These include donor trends, new funding initiatives on thematic areas announced by international donors, donors announcing interest in relevant countries, emergency appeals, potential entry points with named private sector partners etc.

·Support the office in developing a constant pipeline of impactful, cross-cutting concept notes and proposals aligned with the office priorities and follow up on their progress with the relevant programme specialists.

·Ensure accountability for the quality assurance of any proposals and reports to be submitted to donors by providing technical review and checking cohesion with partnership priorities, cross-mapping with Beijing Regional Office action plans. This also includes proposed collaborations, synergy with existing projects, budgets, sustainability and alignment with the visibility of UNESCO

and donor priorities.

·Support the office with the development of a set of compelling communication assets such as fact sheets, standard slide presentations for the main program areas and cross-cutting initiatives, etc. that can be customized easily for different donors.


Relationship management 

·Identify, nurture and engage new and existing partners aligned with UNESCO’s priorities and values through targeted engagement initiatives and proposals. 

·With guidance from the Director, negotiate formal aspects of existing and new agreements with partners when required. 

·Ensure that the relevant Programme Specialists in the office are fully engaged in the resource mobilization initiatives in their areas of work. 

·Provide unofficial periodic soft partner updates outside the agreed reporting schedule if required to demonstrate progress and impact to the donor. 

·Act as the focal point and responsible person to respond to any ad-hoc queries coming from decentralized representatives of partners in close collaboration with Director and sector Programme Specialists.


Monitoring and reporting

·Monitor and track the successful implementation of partnership agreements in line with the agreed proposal, including expenditure monitoring together with responsible Programme Specialists. 

·Monitor reporting schedules under partnership agreements and ensure timely, evidence-based, quality submissions as cleared through the Director and sector Programme Specialists.


Support for BSP’s engagement with public and private partners from China for UNESCO’s programme in general

·Support BSP in promoting UNESCO’s involvement in the global development initiatives including developing and implementing new partnerships and interdisciplinary pipeline projects in the region, and South-South Cooperation projects with other (regional) offices. Follow up closely, report quarterly on the engagement progress. 


REQUIRED QUALIFICATIONS


EDUCATION


  • Advanced University degree (Masters level) in communications, business administration, public relations management, public information, development studies, international relations, project management, marketing or other fields relevant to partnership building.


WORK EXPERIENCE

  • Minimum 8-10 years of proven work experience in partnership building.

  • Some working experience within the United Nations or other international or development organisations is preferred.

  • Experience in writing materials for partnership building, including policies, concept notes, project proposals, partnership reports and promotional material.


SKILLS/COMPETENCIES


  • Excellent interpersonal skills for teamwork in a multicultural setting and ability to interact confidently and effectively with different stakeholders inside and outside the Organisation;

  • Excellent ability to communicate with stakeholders to convey tailored messages and translate and articulate organizational priorities to potential private partners. This includes strong written, oral, and presentation communication skills;

  • Excellent MS Office suite knowledge and analytical skills including the ability to extract, analyze and synthesize credible information from electronic knowledge systems to support decision-making and partnerships planning;

  • Excellent knowledge of rules and regulations in developing and managing extra-budgetary projects within the United Nations or other international or development organization is preferred;

  • Ability to work on performance-based targets for building new partnerships;

  • Capacity to work in a team as well as independently. 


LANGUAGES

  • Excellent knowledge of English and Mandarin (oral and written).
