World Bank China Office

East Asia and Pacific Region (EAP), as one of the six regions of the World Bank, is a large and diverse region, ranging from the Small Island States of the Pacific to the Philippines and China. Despite substantial economic growth and poverty reduction, the EAP region faces huge development challenges. Growth has been uneven across and within countries, institutions still need strengthening, and most countries are heavily affected by climate change. The Bank plays a significant role in global public goods, including climate, biodiversity, water pollution, and health. The COVID pandemic, and more recently food and energy price increases are compounding the impact of the global economic slowdown. The World Bank Group is seen as a premier development institution in the Region, with a leadership role in analytical and advisory services as well as financing. 

 

The World Bank China Office is one of the main country offices in the EAP, located in Beijing, and responsible for the World Bank’s China country program covering financing and analytical support as well as development knowledge exchanges. The World Bank has a long-standing partnership with the People’s Republic of China in the water sector, provided over the past four decades some of the most innovative and transformational investment projects and sector reforms, and currently has a significant water program in the country, spanning over river basin management, water resources management, water in agriculture, water supply and sanitation, and water and climate, etc. 

 

World Bank Water Global Practice

Water resources are under unprecedented and increasing pressures, driven by greater climate variability, population and economic growth, land-use changes, and declining quantities and qualities of both ground and surface waters. With cross-cutting impacts on agriculture, education, energy, health, gender equity, and livelihood, water is an essential resource for all life on the planet and is at the center of economic and social development. Climate change expresses itself through water, and sound water management lies at the heart of the resilience agenda. Successful water management requires accurate knowledge of the resource available and an assessment of competing demands for its usage. Making the best use of available supplies requires complex and sensitive economic, environmental, and socio-political trade-offs. Planning for a more uncertain and more constrained water environment in the future only makes the situation more complex. The world will not be able to meet the great development challenges of the 21st century - human development, livable cities, climate change, food security, energy security, and universal access to services – unless we ensure a water-secure world for all. 

The World Bank is in a unique position to help governments take such an integrated and strategic approach to solve water supply, sanitation, water resource, hydropower, and irrigation problems through partnership, finance, and knowledge.  The Water Global Practice (WTR GP) is poised to deliver a Water Secure World through an approach that focuses on Sustaining Water Resources, Delivering Services, and Building Resilience. The WTR GP also has strong external partnerships and houses the Global Water Security and Sanitation Program (GWSP), the 2030 Water Resources Group, and several regional transboundary programs. The GP has a strong Leadership Team (LT) structure, with a Global Director, 10 Practice Managers, 2 Global Program Managers, and Global Leads for Water, Climate Change and the Economy, Water Supply and Sanitation Service Delivery, Water in Agriculture, and Sustaining Water Resources.  The LT also works closely with other GPs and the Sustainable Development Regional Directors.  


The China Water GP team is looking for a dynamic and self-motivated young talent to work as a specialist consultant in supporting its innovative work program.

 

Duties and Responsibilities

  • Analytical Support and Knowledge Management: (a) Provide analytical support to the implementation of the planned fiscal year 2024 water GP analytical work under the China Program, including preparation of background/briefing material, thematic notes, and reports; (b) Participate in sectoral dialogue with the clients and independently conduct just-in-time research in support of business development; and (c) prepare sector briefs and policy notes, generate knowledge reports and organize and contribute to knowledge dissemination and exchanges internally and with clients.

  • Operational Support to Project Implementation: Support the World Bank task teams to undertake bi-annual implementation support for but not limited to the following investment projects, including participating in missions and contributing to the technical supervision and monitoring results review, preparation of project-related documentation, reviewing project outputs, supporting the clients in resolving implementation issues in the areas of responsibility: (a) Methane-Reducing and Water-Saving Paddy Rice Program; and (b) Yangtze River Protection and Ecological Restoration Programs;

  • Support to Business Development and Project Preparation: Contribute as a core technical member of the World Bank teams in engagement with the clients to identify business opportunities, organizing lending operation discussions, investment project conceptualization, project design, technical assessment and appraisal, etc. 

 

Selection Criteria

  • A PhD degree in water resources, hydrology, hydraulic, environmental or civil engineering, or water/environmental economics, received from an internationally recognized university, preferably in an English-speaking country;

  • A minimum of 7 years of professional work experience on water management issues, including as related to China in public, private, or academic institutions, is up to date on disruptive technologies, with a good understanding of water security and the interface of water with the sustainable development and climate adaptation and mitigation agenda; Experiences of working with multiple development organizations or international organizations are an advantage;

  • Strong experience working with geospatial data and spatial analysis (e.g. ArcGIS). Experience working with remote sensing data and machine learning will be considered a plus. 

  • Strong technical and analytical skills with a track record in conducting water-focused research, modeling, and quantitative analyses, and in independently leading client engagements and preparation of analytical reports;

  • Demonstrated track record as results-oriented and an excellent team player with good communication skills;

  • Fluent in Chinese; demonstration of existing relationships with leading Chinese research institutes/universities / policy groups based in China;

  • Demonstrated proficiency and fluency in written and spoken English with proven publication history and ability to work in multi-cultural contexts.

 

Time Allocation and Remuneration

The consultant is expected to work around 60 days between November 1, 2023, and June 30, 2024. The consultant will be paid at a daily rate as determined by the World Bank upon satisfactory completion of tasks and delivery of outputs.
